Consider this tax saving strategy: A client of mine bought a home a couple years ago for their young 18-year old son to occupy while going to the University of Hawaii (UH). The owners / parents do not occupy the property as their principal residence, in fact they live mostly overseas and only come to visit on occasion. Because the tax assessed value for the property is above $1Mill and the property is not used by the owners / parents as their principal residence, they are subject to the property tax rate Residential ‘A’ at $6/ $1K assessed value, vs the regular residential tax rate $ 3.50/ $1K assessed value. The owners / parents decided to add their 18-year son on title as ‘tenant in common’ designating a minimum of 1% ownership interest to him. The son is living full time in the home and he is a legal resident in Hawaii. This is a simple process when there is no mortgage involved. A new deed gets prepared and an escrow company can record it at the Bureau of Conveyances. The total one-time cost was $345. The 18-year son is now on title with a small ownership interest. He is living in the property as his principal residence and he files the standard $80K home exemption form. The home at $1.5Mill assessed value with residential rate ‘A’, $6/$1K used to have a $9,000/year property tax bill. That tax rate will now drop to the regular residential rate $3.5/$1K and the new tax bill will be reduced to $5,250/year. The $80K home exemption will generate an additional $280/y in tax savings. Total cost $345 one-time fee. Tax savings of $4,030 per year and every year thereafter. In another video we will discuss how / where to file a home exemption. Why did Honolulu property taxes go up so much? Here are three reasons that might help clarify, and what you could do about it: 1.) Property values have increased. E.g. in one particular popular Waikiki luxury condo building property values have increased by 19.58% just within 1 year from 2013 to 2014. The true market value for properties is determined by supply and demand in our free market economy. Little can be done to influence these market forces. 2.) Tax assessed values have increased. Tax assessed values are established by the tax assessor once a year, on Oct 1st, based on comparable sales recorded during the prior 12-month time period. If the true market value for properties has increased (see par #1), than the tax assessed values would reflect a similar increase for the respective time period. However, the tax assessor does not inspect properties. Views, general condition and or special upgrades are not considered in establishing the respective tax assessed value. Therefore discrepancies in the tax assessed value vs the true market value are common. Hawaii property owners may research how to appeal their property tax assessement here: https://www.realpropertyhonolulu.com/portal/rpadcms/GeneralInformation 3.) “Residential A”, a new property tax rate has been established by the City Councel effective 7/1/2014. Property tax rate “Residential A” applies to residential properties with a tax assessed value above $1Mill where the owner has not filed a home exemption. This new tax rate is $6 per $1,000 assessed value, versus the regular residential property tax rate of $3.50 per $1,000 assessed value, ..the lowest in the nation.
